ECONOMY AND SOCIAL SPHERE IN KAZAKHSTAN: TRENDS, CHALLENGES, AND PROSPECTS *

this paper is devoted to the study of the main vectors and challenges facing the socio-economic progress of the Republic of Kazakhstan. The study analyses the priority areas of the state economic strategy, as well as the state of social infrastructure, covering the education system, the health sector, and the employment sphere. Emphasis is placed on issues of economic diversification, sustainable development, the introduction of digital technologies and the promotion of social equality. Based on the analysis, promising areas for development have been identified, focused on improving the well-being of citizens and ensuring the stability of the national economy. This study may be of interest to students, researchers and experts specializing in economics and social policy.

Kazakhstan, the largest country in Central Asia, has significant economic potential, rich natural resources, and a strategically important geographical location. Since 1991, when the country gained independence, it has been actively working to develop a market economy, implementing structural reforms, and engaging in international integration initiatives.At the same time, economic progress is closely intertwined with the social sphere, which determines the standard of living of citizens and the long-term stability of the country. This article aims to examine the main directions of development, challenges and opportunities facing the economy and social sphere of Kazakhstan in the current situation.Current economic trends in Kazakhstan. Macroeconomic stability. Over the past few years, Kazakhstan’s economy has shown stable positive dynamics. In 2023, gross domestic product growth reached approximately 5%, which was made possible by increased domestic demand, progress in industries not related to raw material extraction, and a favorable situation on the global commodity market. The key factors supporting the economic upturn continue to be the extractive industry, the construction sector, the agricultural complex, and the service industry.2. Diversification of the economy. Economic diversification is a key objective of state policy. The State Programme for Industrial and Innovative Development (SPIID) focuses on stimulating sectors of the economy not related to raw materials extraction, such as mechanical engineering, chemicals, construction materials production, and information technology. [2] To achieve these goals, industrial zones and technology parks are being actively developed, and work is underway to create an attractive investment climate.3. Transport development and logistics potential. Kazakhstan’s location at the crossroads of Europe and Asia has led to active investment in the improvement of its transport network, including motorways, railways, airports, and seaports. The implementation of the Nurly Zhol state programme, combined with participation in the Belt and Road Initiative, strengthens Kazakhstans role as a key transit hub on the Eurasian continent.Economic problems. Despite the successes achieved, Kazakhstans economy faces several problems:• Dependence on raw materials. More than 60% of the countrys exports consist of oil and gas. This makes the economy vulnerable to fluctuations in global energy prices. [4]• Insufficient diversification. The real contribution of non-resource sectors to GDP remains limited, which reduces the stability of the economy.• Low labor productivity and weak technological base in many sectors.• High share of the shadow economy and bureaucratic barriers for small and medium-sized businesses.Social sphere: status and challenges. 1. Healthcare. The healthcare system faces a shortage of specialists, differences in the level of medical care between urban and rural areas, and a lack of modern equipment. [5] The introduction of compulsory medical insurance (CMI) was a significant step forward, but it needs continued funding and a transition to digital technologies in work processes.Employment and standard of living. In 2024, the official unemployment rate was recorded at approximately 4.8%, but a significant proportion of informal employment (mainly in rural areas) and low wages continue to pose serious challenges. Youth unemployment is also a particular concern. Significant differences in income levels across different regions of the country exacerbate social instability.Government policy and support measures. The Government of the Republic of Kazakhstan is taking measures to promote sustainable development:• The National Development Plan until 2025 envisages growth in household income, improvement in the quality of public services, and development of human capital.• State business support programmes are being developed (Biznestizh Yol Kartasy, Enbek).• E-government and the digitalisation of social policy are being introduced.• Pensions, benefits, and targeted social assistance for vulnerable groups are being increased.Development prospects. 1. Sustainable economic growth. Sustainable progress can be achieved through comprehensive diversification, support for innovative start-ups, and the modernization of production facilities. A key element is the formation of an environmentally friendly economy that encompasses renewable energy sources and nature conservation developments.2. Human capital development. The key task is to invest in education, healthcare, the development of skills among the population, increasing the mobility of labor resources and developing an inclusive social environment.3 Social justice and equality. A balanced regional policy, increased transparency in budget allocation, effective anti-corruption measures, and civil society participation in decision-making will strengthen social stability and trust in the state.Kazakhstan is on the path from a resource-dependent model to a knowledge-based economy and sustainable growth. However, the success of these transformations directly depends on the effectiveness of state policy, institutional reforms, and active public participation. The integration of economic and social development should become a strategic priority, ensuring long-term prosperity and stability.
