FEATURES OF ESTABLISHING SECURITY ZONES
FOR ELECTRIC POWER OBJECTS ON AGRICULTURAL LAND
Abstract: security zones are established to limit the use of land plots for publicly significant purposes, their creation is aimed at protecting certain capital construction projects, territories, natural objects or ensuring the safe operation of certain objects in order to protect the life and health of citizens.

Zones with special conditions for the use of territories (ZOUIT) – security, sanitary protection zones, zones of protection of cultural heritage sites of the peoples of the Russian Federation, protective zones of cultural heritage sites, water protection zones, zones of flooding, flooding, zones of sanitary protection of sources of drinking and household water supply, zones of protected objects, aerodrome territory, other zones established in accordance with the legislation of the Russian Federation.
Zones with special conditions for the use of territories are established for the following purposes: protection of life and health of citizens; safe operation of transport, communications, energy facilities, national defense and state security facilities; ensuring the safety of cultural heritage sites; environmental protection; ensuring the defense of the country and the security of the state.
Within the boundaries of zones with special conditions for the use of territories, restrictions are established on the use of land plots that apply to everything that is above and below the surface of the land, and restrict or prohibit the placement and (or) use of real estate objects located on such land plots and (or) restrict or prohibit the use of land for other activities that are incompatible with the goals of establishing zones with special conditions for the use of territories.
In this work, the establishment of a buffer zone was carried out power grid facilities, namely power lines, on lands classified as agricultural in the Poronaisky district, Sakhalin region for scheduled technical work and further operation of facilities owned by an electric power enterprise. The object has already been built earlier, therefore, a written decision on the approval of construction, overhaul and reconstruction of buildings and structures is not required, nor is it approved by the territory planning project and the land surveying project in relation to such objects.
The result of the work on establishing the boundaries of the buffer zone in relation to the linear object is: a description of the location of the buffer zone of the linear object (fig. 1), an extract from the unified state register containing information on the information entered about the location of the boundary of the buffer zone.

Stages of establishing zones with special conditions for the use of the territory for an energy facility:
1) control shooting. During the survey, the actual location of the linear object and the coordinates of its characteristic points are established. Further, the obtained coordinates of the object axis are processed using the AutoCAD computer-aided design and drawing program, bringing the axis to nature, and beating off the established Decree of the Government of the Russian Federation of February 24, 2009 № 160 «On the procedure for establishing protective zones for electric grid facilities and special conditions for the use of land plots located within the boundaries of such zones» bends security zones;
2) study of the work schedule for the approval of the buffer zone of the selected type of linear object with the help of regulatory legal acts. Information about the technical and legal characteristics of the linear facility is collected and analyzed;
3) production of a textual and graphic description of the location of the boundaries of the buffer zone of a linear object using programs for creating maps (plans) of territories (PKZO, Polygon Pro). At this stage, a ready-made map (plan) is formed, containing all the necessary information to establish the boundaries of the buffer zone, in accordance with the current xml-schemes Territo-ryToGKN_v01 and ZoneToGKN_05;
4) sending a package of documents to the owner of the property for verification and approval of the finished map (plan), as well as sending the generated xml documents in electronic and paper form to the Cadastral Chamber of the Sakhalin Region;
5) obtaining an extract from the USRN, which contains information on the information entered in the register on the location of the boundaries of the buffer zones and is issued by the Rosreestr for the Sakhalin Region.
In operation, electric power facilities are located on land plots that are part of agricultural land. The objects are on-farm, or are used for agricultural purposes, and since the buffer zones are established on agricultural land, the land plots in these places are limited in use, because the operation and scheduled maintenance of electric grid facilities will affect the integrity and ecological state of the soil, used for planting crops and growing them, collecting.
Dimensions of security zones of electric grid facilities:
1) along overhead power lines — on both sides of the power line from the outermost wires with their position not deviated at a distance according to the table of sizes of security zones along overhead power lines (table 1).

2) along underground cable power lines — on both sides of the power line from the outermost cables at a distance of 1 meter;
3) along submarine cable power lines — on both sides of the line from the outermost cables at a distance of 100 meters;
4) along the crossings of overhead power lines through water bodies — on both sides of the power line from the outermost wires with their position not deviated for navigable water bodies at a distance of 100 meters, for non-navigable water bodies - at a distance provided for the establishment of security zones along overhead power lines;
5) around substations - from all sides of the substation fencing around the perimeter at a distance specified in subparagraph «1», in relation to the highest voltage class of the substation.
In security zones, it is prohibited to carry out any actions that may disrupt the safe operation of power grid facilities, and (or) cause harm to life, health of citizens and property of individuals or legal entities, as well as cause environmental damage and fires.
Also, it is on agricultural lands that it is prohibited without the written permission of the grid organization:
1) land reclamation works, including those related to temporary land flooding;
2) planting and cutting trees and shrubs;
3) excavation at a depth of more than 0.3 meters (on plowed land at a depth of more than 0.45 meters), as well as ground leveling;
4) irrigation of agricultural crops in case the height of the water jet can be more than 3 meters;
5) field agricultural work using agricultural machinery and equipment with a height of more than 4 meters or field agricultural work related to plowing the land;
6) to place field camps, cattle pens, garages and parking lots of all types of machines and mechanisms, garden, garden land and other real estate objects located within the boundaries of the territory of gardening or horticulture for their own needs by citizens, housing construction objects, including individual.
In the course of the work, the main provisions for establishing zones with special conditions for the use of territories were considered.The procedure for carrying out work carried out to establish security zones for electric power facilities is disclosed.The features (limitations) of land use are also highlighted when a linear object is located on agricultural land.
